Resuming of NSO Programme/Grant in Universities and Colleges-
2005.
Dear
Sir/ Madam,
The
undersigned is directed to invite your attention to the fact that
the Inter University Sports Board of India (AIU) has been
implementing NSO programme sponsored by the Ministry of Youth
Affairs & Sports since 1969 for the promotion and development of
sports in universities and colleges. For this purpose, the
Government has been providing annual sanctioned grant
Rs.94,33,200/- only. The details are given below:

The Ministry of Youth Affairs & Sports has suddenly
withdrawn its commitment for promoting sports and games in
universities and colleges without any prior notice and transferred
NSO scheme/grant to the State Sector w.e.f. 01.04.2005. As a result,
no funds will be released to the AIU in this regard. As per existing
practice, the AIU had already circulated the National Sports
Calendar of Inter University Tournaments : 2005-2006 to the member
universities/host universities for information and necessary action
at their end. Further, the Organising Universities are pressing hard
for the release of 50% advance grant for making necessary
arrangements, with a view to ensure successful/smooth conduct of
Inter University Tournaments : 2005-2006.

This drastic decision of the Government not providing funds
for university sports and completely neglecting university youth in
the process of promoting excellence may adversely affect the quality
of the outcome/performance of the Indian contingents at
International sporting arena, as the universities and colleges are
considered to be a potential nursery and cradle of Indian Sports
which deserves top priority
in National agenda, if India wishes to emerge as a strong sporting
nation in the world.
4. Accordingly, the matter regarding the withdrawal of the scheme of
grants for promotion of sports in Universities and Colleges from the
AIU was placed before the Standing committee in its 283/05 meeting
held on 30.9.2005 for their consideration and appropriate action on
item Nos 283/05 and 283/17. After the prolonged discussion,
the Standing Committee suggested an alternative which stipulates as
under:
“
It was decided to organize the Inter-University sports.
On the background of non-availability of Government Funds, it
is decided that each student participant from the universities for
each event should give Registration Fee of Rs.50/.
Out of Rs.50/-, the 50% of the Registration Fee will be kept
by the host University and remaining 50% be forwarded to AIU for
further sports activities. In case we get immediate funding from the government, this
proposal can be dropped.”

The AIU is rigorously pursuing the case with the Govt of
India for the release of the Grant for the effective implementation
of the NSO programme in the Universities
and Colleges. We hope that the funds will be available very
soon and the same will be communicated to all the member
Universities accordingly.

2005-2006 is enclosed for your ready reference and
compliance.
